ESPECIALLY CHILDREN, WOMEN AND THE ELDERLY


 

Hillary and Romello’s law is named for Hillary Downey and her 13 month old son Romello. Hillary was brutally stabbed 33 times and strangled. Romello was stabbed 6 times and also strangled. They were murdered on January 14, 2006 by a career criminal that had numerous felony and misdemeanor convictions.

This criminal had been in and out of jail more than 10 times, each time creating more crime victims, in the 5 years before he committed these murders. Each time that he was charged with a misdemeanor, his prior convictions were not taken into account. Hillary and Romello’s law would elevate a career criminals 4th class A misdemeanor to a class E felony. The New York State Assembly Bill # A05774 enacts the “Chronic Criminal Act” also known as Hillary and Romello’s Law and establishes the crime of aggravated criminal conduct.

Under the current law, in most cases, when career criminals commit subsequent Class A misdemeanors their previous misdemeanor or felony convictions are not taken into account.

Current law allows these career criminals to continue to victimize society and create more victims of crime. Stand up for your rights and contact your Assemblymember and tell him or her to support Hillary and Romello’s Law to make all New Yorkers, especially children, women and the elderly, safer from career criminals.
